The UK’s new prime minister, Andy Burnham, wants to get thousands of unhoused people off the streets — an area where his successors have fallen short.

Homelessness remains a visible challenge in England, with scores of people sleeping rough on the streets of London and other cities.

Many unhoused people describe struggles with mental health, addiction and limited access to healthcare.

While British Prime Minister Andy Burnham has pledged to end homelessness nationwide, charities and experts say lasting progress will require major investment in affordable housing and social services. Manchester’s experience shows both the potential and the limits of current approaches.
