When Norway discovered North Sea oil, it was already stable and prosperous; oil enabled it to solve problems with money. Over the following decades, petroleum wealth financed an expanding state, generous social protections, and broad investments that allowed Norway to raise living standards while postponing many of the difficult trade-offs faced by other countries.
Today, Norway remains one of the world’s wealthiest societies, yet it faces a new generation of structural challenges. Increasingly, these challenges are proving resistant to higher spending alone, forcing long-delayed choices about work, welfare, efficiency, and the role of the state back into public debate.
Norway’s greatest challenge may no longer be creating prosperity, but adapting a model built during an era of exceptional abundance.
