Chevron is already pumping nearly 300,000 barrels a day through efficiencies, and overall Venezuelan production has climbed to 1.07 million barrels a day.
But the massive long-term investments Trump’s team was hoping for from Big Oil just haven’t materialized.
Instead, smaller private companies linked to Trump allies are moving faster with preliminary deals, offering quick cash that Caracas needs right now.
Big Oil is still studying the opportunities, but the risk and history keep them cautious.
